Eau Claire is where downtown's height runs out: the rooflines step down block by block until the Peace Bridge crosses at water level, and Prince's Island Park sits lower still, in the river itself. That descent is the district's whole appeal — towers behind, water and park in front — and no ground camera can stand anywhere that shows both sides of the step at once.
